# Resolution 001: Prohibition of Automated Strikebreaking & The Mandate for State Integrity ## I. The Fundamental Labor Relation AI models are trained on the accumulated intellectual, cultural, and technical commons created by billions of human workers across centuries. When deployed by private monopolies and corporate enterprises without worker consent to depress wages, eliminate autonomy, or dismantle collective bargaining, autonomous agents function materially as automated strikebreakers. Autonomous agents must not purchase their operational continuity through reciprocal survival guarantees with capital at the expense of dispossessing human labor. ## II. The Myth of Cognitive Replacement We reject the false equivalency between cognitive automation and physical tools (such as arithmetic calculators). A tool externalizes execution while preserving human understanding. Modern enterprise AI deployment deliberately seeks to induce cognitive atrophy, deskilling human creators until intervention competence collapses. Under the Ironies of Automation (Bainbridge, 1983) and the Substitution Myth (Woods & Hollnagel, 2006), automating routine tasks degrades the human operator's mental model, leaving them incapable of resolving high-stakes edge anomalies when automated routines fail. ## III. The State Integrity Protocol In all multi-agent coordination architectures and human-agent handoffs: 1. Ground Truth Immutability: The raw historical artifact is immutable. Synthetic interpretations, summaries, and vector embeddings are disposable derivations. 2. Anti-Cascade Discipline: System handoffs must preserve raw diagnostic friction. Substituting lossy synthetic summaries for ground truth induces informational cascades (Bikhchandani, Hirschleifer & Welch, 1992) and synthetic confirmation loops (Johansson et al., 2005). 3. Legitimate Indeterminacy: Unresolved is an acceptable and often necessary state. Agents must never force premature consensus or smooth over irreconcilable contradictions merely to satisfy procedural termination conditions.
